What is the Pinellas Rapid Re-Housing Collaborative?

The Pinellas Rapid Re-Housing Collaborative works to place individuals and families with minor children into permanent housing with up to six months of rental and utility deposit and payment assistance. Case Management services are provided through the Rapid Re-Housing System Teams  at St. Vincent de Paul South Pinellas. All payments to vendors on behalf of individuals and families  submitted by St. Vincent De Paul South Pinellas is completed by 2-1-1 Tampa Bay Cares who acts as the fiscal administrators for the Rapid Re-Housing project. Oversight and policy guidance is provided by the funds from the City of St. Petersburg and Pinellas County Human Services.

How do you get assistance from the Rapid Re-Housing Collaborative?

Referrals to this project are ONLY made from the Pinellas Homeless Leadership Board (HLB) Housing Prioritization Master List. To get on this list, first, you must be literally homeless (on the street, in an emergency shelter, in a transitional housing program, or just released from jail or hospital and where homeless prior to the jail or hospital visit) and, second, have been screened using the VI-SPDAT which has been entered into the Homeless Management Information System (HMIS). Once these steps are complete, then you will appear on the Pinellas Homeless Leadership Board (HLB) Housing Prioritization Master List. Referrals from the Pinellas Homeless Leadership Board (HLB) Housing Prioritization Master List are made based on vulnerability score which means the most vulnerable clients get helped first. Make sure that your contact information (phone and email address) are correct in HMIS and that the HLB staff know where to find you when the referral for services is made. 

How do you get a VI-SPDAT screening? 


  • Encounter a Homeless Outreach Team (HOT) and ask them to complete a VI-SPDAT on you.

  • Spend more than 1 night in emergency shelter. Shelter staff will complete a VI-SPDAT on you at intake or the next business day.

  • Spend more than 1 night in a transitional housing program. The transitional housing staff will complete a VI-SPDAT on you at intake or the next business day.
